As you refer, Cheney is the President and Rove is the Vice Pres. and Bush sits on either lap moving his worthless head as they pull the strings.

Cheney is already prez but god forbid he gain the legal position!

However, if they start with Cheney and he resigns, Bush will just appoint someone else and Cheney will somehow manage to pull the strings.
